Vessels that are greater than 300 gross tons, and vessels of any size that are lightering or transshipping oil within the Exclusive Economic Zone of the United States require a COFR.
Certificate of Financial Responsibility
In order for certain vessels to fully comply with the financial responsibility provisions of the Oil Pollution Act of 1990 (OPA 90), WQIS provides the necessary evidence of financial responsibility to the United States Coast Guard, National Pollution Funds Center. This allows the U.S.C.G., N.P.F.C to issue a Certificate of Financial Responsibility to the vessel operator.
